Inserting horizontal rule into a formula?

I want to do something like this:

Format(Template, Horizontal rule)

Is this possible?

I also tried to build a horizontal rule into a concatenation this week, no luck.

You can do it, but you need to put the horizontal rule in a table first, and then reference it in the formula.
