I’d like to add a button to scroll you to a specific place inside a view (e.g. like jumping down to a particular column of a card view). How do I do this?
You can use the Open Hyperlink button. Copy the link to the card, and when the user presses the button, it will jump to it.

I’m talking about linking to an existing column within the card. So I want a button that links to another area of the same card.
Well… I understand the idea but what’s the practical use of it? Like what it brings to the user? They will already be in front of the card and the column will be inf front of them.
You can use maybe some conditional format to change that specific column when you click on the button to navigate to the card.
