How to bulk import select lists with multiple values?

What is the quickest/easiest way to import a large spreadsheet with comma-separated tags into Coda, and convert the comma separated tags into a select list that allows multiple options?

I see this was asking the same thing but it got auto-locked before any solution was posted.

The way that I do this is by splitting the tags and creating a relation table based on the options given there. Then I create a new column which filters from the new table to find the tags and convert that column to be editable.
